The board is deliberately split from the rest of the control chain. It handles everything that is not time-critical at servo rate: program execution, path planning, coordinate transforms, I/O scanning, fieldbus communication and the operator and engineering interfaces. The hard real-time work of closing the servo loops sits further down the chain in the axis computer and the drive modules, which take their references from here. Keeping those layers separate is what lets one computer design serve robots of very different sizes and axis counts.
